This position serves as the recognized resource in the State of Michigan (SOM) Department of Health and Human Services (MDHHS) Bureau of Disease Prevention (BIDP) for the planning, implementation, and evaluation of emergency preparedness programs related to biologic and communicable diseases. This position is tasked with improving Michigan's

capacity to respond to and mitigate the effects of communicable disease emergencies. Responsibilities include representing and serving as a liaison for the MDHHS BIDP to external agencies and partners, develop emergency surveillance protocols, perform community assessments, cross-train BIDP staff, serve in the MDHHS Community Health

Emergency Coordination Center (CHECC), provide communicable disease emergency response and technical consultation to MDHHS leadership and external partners, collaborate with managers for the development of federal grant applications, and develop policy, procedures, and plans to direct MDHHS response efforts to emergencies and public health threats. Essential functions include: serve as a communicable disease disaster technical advisor; develop and maintain MDHHS department-wide emergency communicable disease-related response plans, policies, and procedures (e.g., pandemic

influenza); provide emergency response consultation to internal and external entities; plan coordinate, and evaluate public health programs to enhance the understanding and tracking of public health emergencies; staff and train other staff serving in the CHECC; serve as an exercise planner for BIDP; provide assistance to preparation of grants, reports, and contracts; and other duties as assigned. At this level, employee is responsible for regular assignments which have been recognized by Civil Service as having significantly greater complexity than those assigned at the Epi E experienced level.

Required Education and Experience

Education

Possession of a master's degree with a major in epidemiology or public health with a minimum of 8 semester (12 term) graduate-level hours in epidemiology and biostatistics courses.

Experience

Three years of professional experience carrying out a variety of surveys, investigations, tests, and analyses of human disease and chronic health conditions, including one year equivalent to an Epidemiologist P11.

Position Location/Remote Office:The physical location of this position is 333 S. Grand Ave, Lansing, MI 48933. Based on operational needs and within established limits, remote work and alternate or hybrid work schedule requests for this position may be considered.

Selected candidates who have been approved to work remotely or a hybrid schedule must complete that work within Michigan. Candidates should confirm work location and schedule at the time of interview.

Employees will be provided computers to perform state work. Phones may also be provided for necessary communications. If working remotely, employees will be responsible for providing other components of a remote office at their own expense, including:

  • A secure work location that allows privacy and prevents distractions.

  • A high-speed internet connection of at least 25 Mbps download and 5 Mbps upload.

  • Suitable lighting, furniture, and utilities.
